Social networking on Facebook, Twitter, etc. is not about being social or frivolous or wasting time. Social networking is also about more than collaboration, the new buzz  term in Government 2.0-speak. Social networking can improve the process of government, according to Mark (aka @cheeky_geeky) who writes for O'Reilly Radar, Federal Computer Week, Mashable and many other publications.
